I. Summary of the work of the Sixth Council
The Sixth National Congress of the China Packaging Federation was convened in the spirit of the whole party and the nation’s implementation of the 16th National Congress of the Party. In the past four years, we have conscientiously implemented the spirit of the 16th and the 3rd, 4th, 5th, and 6th Plenary Sessions. We have always adhered to the concept of scientific development, and we have been working hard to promote the adjustment of the industrial structure of the packaging industry, and paid close attention to the economic growth mode and management model. The transformation has continuously increased the intensity of scientific and technological innovation. The development of the packaging industry has made a breakthrough and the situation is gratifying.
——The packaging industry in China has maintained a steady, rapid and healthy development momentum. The total output value has grown from 250 billion yuan in 2002 to 600 billion yuan in 2006, more than doubled in four years, with an average annual increase of 35%. The output value of the packaging industry accounts for 2.4% of the domestic GDP, ranking 14th among 42 major industries in the national economy. At the same time, China has become the world's third largest packaging country after the United States and Japan. Some categories, such as corrugated paper and steel barrels, have been ranked among the highest in the world.
- Significant increase in economic efficiency. According to incomplete statistics, the profits of packaging enterprises nationwide increased from 12.2 billion yuan in 2002 to 22.1 billion yuan in 2006, and the profits and taxes turned over from 22.8 billion yuan in 2002 to 37.6 billion yuan in 2006. The average annual growth rate was 16% and 22% respectively.
—— Significant progress has been made in industrial restructuring. A large number of enterprises have got rid of the workshop-style production and business model and simply rely on increasing the scale of investment to increase the backwardness of economic efficiency. They began to pay attention to adjusting the industrial structure, rationally arrange the scale of production, and seek benefits from technological innovation, from high, new, special, Sharp development. The prototype of new industrialization has already emerged in some enterprises.
-- The fruits of technological innovation are numerous. The research and development of new equipment, new processes, new technologies, and new materials continues to increase. A number of projects have reached the international advanced level. From 2003 to 2006, a total of 2,090 technologies were granted patents. Currently, four packaging products have been awarded to China. "Shandong Brand" title, Shenlong Brand of Jiangyin Shenda Group in Jiangsu Province has been awarded China Famous Brand.
-- The standardization construction has achieved remarkable results. In the past four years, 141 national standards have been cleaned up; 95 national standards have been declared and organized; and 28 revisions of industry standards have been completed. The development plan for the “Eleventh Five-Year†standard for the packaging industry was formulated.
- Packaging education is in its ascendant. At present, there are more than 70 universities in the country with packaging specialists. Each year, 3,500 graduates of packaging specialists are trained. The original Zhuzhou Institute of Technology, which focuses on packaging disciplines, was upgraded to Hunan University of Technology with the approval of the Ministry of Education in 2005. The China Baolian Education Committee took the lead in completing the third batch of textbooks for textbooks compiled nationwide. The international status of China's packaging has been greatly improved, and its competitiveness in the international market has increased significantly. The total export volume of packaging products has increased from 27.1 billion yuan in 2002 to 58.4 billion yuan in 2006. In 2005, it successfully resolved the issue of revoking Taiwan’s seat of director in the World Packaging Organization and made contributions to safeguarding China’s dignity and sovereignty.

In short, under the leadership of the Sixth Council, with the joint efforts of all the member units of the Federation, seeking truth and being pragmatic, pioneering and innovative, and forging ahead, we have promoted the sound and rapid development of China's packaging industry. The overall level of the industry has been markedly improved, the international competitiveness has been significantly enhanced, the work of the Federation has been significantly improved, showing a flourishing situation and a flourishing situation. In the past four years, we have mainly done the following tasks.
(I) Make efforts to adjust the industrial structure and change the mode of economic growth. In order to meet market demand, enhance the competitiveness of enterprises, and actively adopt a combination of independent research and development and the introduction of digestion and absorption methods, update and eliminate backward production processes and technical equipment, continuously increase product categories, improve quality, reduce costs, and promote economic efficiency. substantial improvement. At the same time, according to the market conditions and the degree of shortage of resources, re-planning and rational distribution. Some companies take mergers and acquisitions, restructuring measures, intensive production, and open up potential markets. In order to meet the needs of building a resource-conserving society and an environment-friendly society, some companies have boldly explored and created resource recycling industries; some companies have been engaged in technological transformation and have made major breakthroughs in the reduction of packaging products and in energy conservation and consumption reduction. Not only has the company reduced production costs and improved economic efficiency, but it has also saved valuable resources for the country and reduced pollution for the society. Some companies are targeting the world's advanced levels and are diligently researching and improving, gradually replacing imported products, not only saving the country A large amount of foreign exchange, but also exports abroad, for the country's foreign exchange and glory.
(B) focus on scientific and technological innovation, improve the independent research and development capabilities. In order to strive to improve the overall level of China's packaging industry and accelerate the pace of building a strong packaging country, China’s R&D infrastructure is weak, advanced technology and equipment and high-quality raw materials mainly depend on the status of imports, and we constantly increase the intensity of scientific and technological research and development. The market-oriented, industry-university-research-and-development science and technology R&D mechanism, through original innovation, integrated innovation, and introduction, digestion, and re-innovation methods, actively sought national policy support and financial support, and obtained a batch of batches of scientific and technological innovation achievements. Especially since 2005, the Ministry of Finance has allocated 30 million yuan each year to support the high-tech research and development of the packaging industry. In the past two years, it has supported a total of 78 projects, stimulating investment in more than 3 billion yuan of high-tech R&D funds of enterprises, and the effect is very good. Some projects have been successfully developed and realized industrialization; some projects have reached the international advanced level, fill the gaps in the country, have produced great economic and social benefits, and have played an active role in improving the overall level of China's packaging industry.
Protecting patents and promoting brand strategy is an important means to improve the enthusiasm of corporate science and technology innovation. In the past few years, while focusing on the protection of patents for corporate technological inventions, the Federation has given full play to its functional advantages and leadership resources, actively supported enterprises in creating high-quality brand names, and has done a lot of work for the company's excellence. At present, the Federation not only rationalizes the "China Famous Brand" recommendation channels, but also actively creates conditions for enterprises to create China's well-known trademarks, and lays a good foundation for the country's packaging industry to implement a brand strategy.
(III) Efforts shall be made to improve the quality of packaging products and improve the reputation of the packaging industry in China. With the continuous improvement of the people's material and cultural level and the development of industry, agriculture, logistics, and service industries, as well as the increasingly fierce import and export trade environment, the quality of packaging products has become an important link in the development of the industry. In order to improve the competitiveness of our packaging products, we first focus on design. Through the organization of “China Star†and “Star of the University Student†and other design awards and appraisal activities, and through the World Packaging Organization’s recommendation of "Star of the World" design awards, etc., excellent packaging design workers and innovative works have been discovered from all walks of life. In this way, the packaging design work is promoted to the level of the top level, so that China's packaging products are beautiful, generous, novel, scientific, reasonable, affordable, and convenient, so that a number of products overcame the rough and old faces of the past many years.
Followed by standards. In the past four years, we insisted that standardization work must provide technical support for promoting the optimization and upgrading of the industrial structure of the packaging industry, provide technical measures for the construction of a resource-conserving and environment-friendly society, and set up a platform for accelerating the transformation of independent innovation and technological achievements to promote the creation of international trade. The conditions provide guarantees for personal health and safety, explore the ways of diversification of standardization work, and make the company gradually become the leader, investor and beneficiary of standardization work. In order to prevent waste of resources and environmental pollution caused by overpackaging, we organize experts to formulate mandatory national standards for “restriction of over-packaging general rulesâ€. The purpose is to guide and guide companies in designing and producing packaging products as far as possible. Save resources and reduce pressure on the environment.
The third is to grasp the green packaging industry. For some countries to engage in the so-called "green barriers" of trade protectionism, we promptly adopted response measures for the development of green packaging. Through technological innovation, we solved the problems of pallets and other packaging products and ensured the export of packaging products.
(D) attach importance to personnel training, focus on improving the quality of personnel. Market competition and modern enterprise management and science and technology all rely on talents. In order to effectively improve the quality of personnel at all levels as quickly as possible, efforts have been focused on strengthening work in five areas in recent years. First, the scale of enrollment in universities and colleges has been expanded, more and more colleges and universities have set up packaging industry disciplines, and second, improvement of teaching content. Improving the quality of education, organizing and compiling and publishing the third set of packaging textbooks, updating teaching content to meet the needs of the development of modern packaging industry; Third, holding various types of short-term training courses, strengthening pre-post training and vocational education, and generally improving employees. The fourth is to explore the link between schools and enterprises, to solve the problems of using science and technology, combining learning with employment, and employment opportunities for graduates. It not only meets the needs of enterprises, but also enhances students' enthusiasm for learning the packaging profession; It is to open up highly-educated learning channels so that business managers can obtain doctoral or master's degrees and continuously improve their leadership.
(v) Taking the opportunity of successfully hosting the World Packaging Conference to strengthen international exchanges and cooperation, focusing on improving the international status of China's packaging industry and enhancing the competitiveness of packaging companies in the international market. In April 2006, we successfully hosted the World Packaging Conference. This is not only a bright spot for China's packaging industry to strengthen international cooperation, but also a wonderful contribution and a major contribution of the Sixth Council. Thanks to the joint efforts of the entire industry, this World Packaging Conference has indeed been very successful. The former Chairman of the World Packaging Organization, Stasno Paulos, said that the World Packaging Conference held in China was the best ever. Domestic companies and friends also reflected that the World Packaging Conference organized by the Packaging Federation had reached an international level. More than 120 foreign guests made a special trip to Beijing to attend the meeting. Vice Premier Zeng Peiyan personally attended the opening ceremony and delivered a speech at the meeting. You Quan, former deputy secretary general of the State Council, Ou Xinyu, deputy director of the National Development and Reform Commission, and Huang Shuhe, deputy director of the SASAC, attended the meeting. The leaders of other brother associations also came to the meeting. Through this conference, international colleagues have deepened their understanding of key Chinese packaging companies and strengthened international exchanges and cooperation. Its successful organization will have a profound impact on the development of China's packaging industry.
In the past four years, China’s Baolian’s foreign cooperation and exchange activities have been relatively active. The Federation organized eight rounds of exchange visits to countries in Europe and America to discuss cooperation matters. Especially in 2005, I was elected vice chairman of the Asian Packaging Federation. I was promoted to the first vice chairman last year. Vice President Wang Shanchuan was elected executive chairman of the Asian Corrugated Box Association. In September this year, I will hold the Pan Asian Bucket Association. At the meeting, Comrade Shao Guang has been elected as vice chairman of the association. In addition to the leadership of the Federation as the leading position of the international packaging organization, we also obtained the qualifications for hosting the “World University Student Star†(China Region) from the World Packaging Organization. What is particularly important is that, for many years, Taiwan’s unresolved issue of seats in the World Packaging Organization has undergone many aspects of rational, beneficial, and tangible work with the World Packaging Organization in Brazil’s 2005 meeting.
